In another bowl, combine the all-purpose flour, the remaining 1/2 cup of sugar, the remaining 1/4 cup of cocoa powder, baking powder, and salt. Whisk until well mixed.
Step 4: Mix Wet Ingredients
In a separate bowl, whisk together the milk, melted butter, egg yolk, and vanilla extract. Slowly stir this mixture into the dry ingredients until just combined. Be careful not to over-mix; a few lumps are perfectly fine. Gently fold in the semisweet chocolate chips.
