1. Preheat the oven to 350°F (175°C) and line a cupcake pan with paper liners.
2. Prepare the yellow cake mix according to the package instructions, adding the required eggs, oil, and water. Mix until well combined.
3. Divide the batter evenly among the cupcake liners, filling them about 2/3 full.
4. Bake for 18-20 minutes, or until a toothpick comes out clean. Let cool completely.
5. While cupcakes are cooling, whip the heavy cream, powdered sugar, and vanilla extract in a bowl until stiff peaks form.
6. Once cupcakes are cool, cut a small cone out of the center of each cupcake and fill with whipped cream.
7. Pour the chocolate ganache over each cupcake, allowing it to drizzle down the sides.
8. If desired, garnish with chocolate chips.
